Azukh: an exotic city with a long and storied history that spans the rise and fall of the Kingdom of Ferricé, and the oldest bastion of civilization on the Continent. Macois: a fishing village that blossomed into a bustling fortress-port and the center of free trade across the known world. This unlikely pair of cities, a mere seven kilometers from each other's walls, were the grandest metropolises of the world hundreds of years ago – it is from this time that they gained the nickname, "Twin Jewels of the East."
The prosperity of the Continent's eastern desert region lasted for hundreds of years, but its very foundations were threatened when the Kingdom fell. As warring factions sprung from the ruins of the Iron Throne, Azukh and Macois found themselves surrounded by greedy enemies that far outmatched them in might. For their own safety, they merged into a super-rich political entity – the Azukh-Macois Coalition. By consolidating the wealth of Macois and the martial history of Azukh, it gathered the numerous militant groups of the region into a single, powerful military force, and gained economic dominance over the Continent. As it grew, however, the Coalition's rich leaders became lazy and corrupt, and it is now thought of as a nation of money-crazed pigs – albeit pigs with firepower.
As the single wealthiest faction, the Azukh-Macois Coalition has the largest and scariest army. It wins battles not through skill or elite experience, but through sheer numbers. However, because of its distance from the other states, its armies collapse if their supply lines are disrupted. As the Coalition's military originated from disparate mercenary and religious groups, its dress code is less strict than that of the other factions; the only mark of a Coalition soldier is a dark yellow sash around the waist, signifying the power of the desert and the gold that glitters in the Azukh-Macois coffers.
President of the Free Merchant's Guild, Coalition High Overseer
"War is my business."
Imagine the most wealth a person could possibly have – entire galleries of priceless relics, hundreds of mansions and properties, vaults and vaults of pure gold. Now multiply that by a hundred, and you have the slightest inkling of Signeur Fortuna's fortune. The Guild President's monetary wealth outstrips that of several nations, and he isn't afraid to flaunt it to lord over the meek.
Signeur Fortuna hails from the 76th generation of the royal Fortuna family, from which he inherited most of his money. As a national personality in the highest echelons of society, he basks in his position at the top of the economic food chain, even though the portly billionaire only got it through his privileged birth. Thanks to his pampered life, he is a selfish, stuck-up and thoroughly unpleasant person – but who cares when he's paying you hundreds of enkhs to lick his boots? Such a man has made countless enemies over his tenure as High Overseer, but for all his character faults, he isn't stupid. With his limitless wealth, Signeur Fortuna has built up an intricate web of mercenary contacts, and he literally owns every gun in the Coalition military.
Others squabble and wage war, but the Guild President is content with his abundant coffers. And should anyone take unwelcome interest in his lot, he simply offers them – with the help of his substantial mercenary might – a much better deal.

Dragon-level State Negotiator, Ringleader of the Black Griffin Gang, "Prince of Hell"
"It ain't diplomacy till you break some fingers."
The city of Azukh is a beautiful cultural icon on the surface, but a thriving, festering underworld lies beneath... and in the criminal echelons of the Yellow Fortress, Talaivar Délit Porvirar is top dog. Known as the Blackest Beak, the Prince of Hell or simply Big Boss, the man is the most feared gang leader in the Coalition.
Signeur Porvirar's life began in the depths of poverty. Born to a prostitute, Porvirar was left in the care of an aging street vendor who earned barely enough from his bowls of chili nouilles to support them. Jealous of the rich aristocrats who lived only a few blocks from them, Porvirar took quickly to a life of crime; thanks to his cunning wiles and intimidating strength, he rose quickly through the ranks of the street gangs. When he finally became the ringleader of the Black Griffins at the age of 29, he stunned the other gang leaders by killing a renowned merchant and blackmailing his family. The underworld was impenetrably powerful, and there was nothing the Azukh-Macois law enforcement could do.
As Porvirar's deeds became more and more audacious, the Coalition government begged Cerva Fortuna, High Overseer, to do something. Ever the businessman, Fortuna swaggered into the headquarters of the Black Griffin Gang and offered Porvirar a simple deal – stop his antics for fifty million enkhs, state backing, and a cushy seat in the Golden Palace. Porvirar couldn't refuse.
Now the "State Negotiator" of the Azukh-Macois Coalition, Signeur Porvirar has taken his strong-armed bullying to the international level. He's the first to demand resources, land and wealth from other factions, and usually gets it thanks to the threat of military intervention he wields. Porvirar doesn't see himself as evil – but why ask for something if you can take it?
